Quasi-Judicial Hearing - Review and Approval of an application for a Conditional Use (No New Construction), submitted by property owner and applicant, LaShanna Roberts, to operate a licensed APD (Agency for Persons with Disabilities) provider group home for up to five (5) residents at 2021 Sunrise Boulevard, Fort Pierce, FL. The property is zoned Office Commercial (C-1). Parcel ID: 2415-703-0220-000-6.

Request for review of an application for a Conditional Use (No New Construction) to operate a licensed APD (Agency for Persons with Disabilities) provider group home for up to five (5) residents.
House of Peace is a licensed APD (Agency for Persons with Disabilities) provider group home. This facility is intended to serve adults with developmental disabilities who require supportive residential services in a home-like setting. The group home will accommodate a maximum of five (5) residents, ranging from 21 to 65 years old. The home is co-ed, housing both male and female residents who are eligible for services through the Agency for Persons with Disabilities. House of Peace will employ four (4) full-time rotating staff members, including direct care staff, and a house manager. Staff will work in rotating shifts to ensure 24/7 supervision and support. All staff will be properly trained and meet the Agency for Persons with Disabilities requirements for caregiving. The residents will not have their own transportation. Transportation will be provided by the facility, including a dedicated transport van used to take residents to and from medical appointments, community activities, and other services. One additional vehicle may be used by staff or administrative personnel. Programs and services shall include life-skills training, support with personal hygiene and daily activities, medication assistance (non-medical), community integration and social skills development, and structured daily routines. There will be no medical services or nursing staff on site. All medical needs will be addressed through off-site healthcare providers. The staff will only provide basic medication administration and assistance per the Agency for Persons with Disabilities guidelines.
Staff has taken into consideration the concerns of the abutting residential neighbors to the north and west. Both neighboring residents have a six (6) foot tall opaque wooden fence, and the applicant has currently has a rear-surrounding four (4) foot chain-link fence for security.

RECOMMENDATION:
The proposed Conditional Use (No New Construction) application adheres to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan. Therefore, Staff recommends APPROVAL of the requested application with the following conditions:
- Per City Code Section 125-316. – Access Control: Residential driveways shall be a minimum of 12 feet wide with a maximum of 26 feet wide. The driveway width must be extended to a minimum width of 12 feet.
- Limit the number of vehicles parked to no more than two (2) vehicles at a time.
