SUBJECT:
Approval to select the following firms in response to the Professional Engineering Services RFQ2025-022 for a period of two (2) years with three (3) one-year renewal options: Captec Engineering, Inc., Consor North America, Inc., Culpepper & Terpening, Inc., Kimley-Horn and Associates, Inc. and, WGI, Inc. and authorize staff to enter into contract negotiations with the firms.
SUMMARY:
The Engineering Department requested purchasing services for a Request for Qualification (RFQ) for Professional Engineering Services. RFQ2025-022 was advertised on April 11th and 18th, with a due date of May 27, 2025. The Purchasing Department received twenty-one (21) respondents to the RFQ. A committee of five (3) evaluators was chosen and each of the respondent's submittals were reviewed extensively. Each evaluator scored the firms based on the following criteria:
- Demonstration of understanding and degree of responsiveness to the RFQ
- Consultant's ability to show creativity and practicality in meeting objectives, training and communication skills and a commitment to quality assurance
- History of compliance; ability to work in a multidisciplinary mode, especially for government bodies
- No unresolvable conflict of interest according to governmental policies and definitions
- Past claims of errors and omissions and how they were resolved
- Location of firm's office in reference to the City of Fort Pierce
RECOMMENDATION:
The Engineering Department recommends the following five (5) firms be listed as the city's Professional Engineering Service Providers:
- Captec Engineering - Stuart, FL
- Consor North America, Inc. - West Palm Beach, FL
- Culpepper & Terpening, Inc. - Fort Pierce, FL
- Kimley Horn Associates, Inc. - Vero Beach, FL
- WGI, Inc. - Port St. Lucie, FL
ALTERNATIVES:
Produce a RFQ for each individual project and choose only one.
