SUBJECT:

FPRA Resolution 25-18 - Entering into an Interlocal Funding Agreement Between the FPRA and St. Lucie County for the Harbour Pointe Park Boat Ramp in an amount not to exceed $500,000.00

SUMMARY:

FPRA Resolution 25-18 authorizes the FPRA to enter into a Funding Agreement with St. Lucie County for the Harbour Pointe Park Boat Ramp and Associated Civil Infrastructure Project.

In August 2024, the FPRA and St. Lucie County executed an Interlocal Agreement establishing a framework for collaboration and cost-sharing on waterways and waterfront improvement projects within the FPRA district. The Harbour Pointe Regional Boat Ramp and Associated Civil Infrastructure Project represents the first project-specific agreement implemented under that framework.

The public boat ramp will expand waterfront access, support marine recreation, and strengthen the connection between the community and the waterfront. This project directly advances multiple goals of the FPRA Redevelopment Plan.

Under the proposed agreement, the FPRA will provide a reimbursement grant not to exceed $500,000 to St. Lucie County to assist with eligible design, permitting, and construction costs.

FPRA REDEVELOPMENT GOAL/POLICY:

Goal 8 - The FPRA shall activate the Waterfront and Fisherman's Wharf area with supportive uses and amenities.

Policy 8.1  - The Fort Pierce Redevelopment Agency shall coordinate with the St. Lucie County Economic Development Council and provide information regarding available sites and facilities that may accommodate or support water-based industries and businesses for potential private-sector.

Goal 20 - The Fort Pierce Redevelopment Agency shall evaluate and identify opportunities to incorporate additional amenities within public and City-owned spaces within the Community Redevelopment Area.
