Approval to award Bid No. 2026-010 for SHIP Residential Rehabilitation for 1201 Palm Walk Lane Fort Pierce, FL to De La Hoz Builders, Inc., for an amount not to exceed $61,510.00.

On October 23, 2025, the Purchasing Division received specifications to go out for bid on the above subject bid. The bid was advertised on November 7 and November 14, 2025, with a scheduled opening at 10:00 AM on November 26, 2025. The invitation was sent to 687 vendors. Twenty (20) vendors requested specifications with four (4) responding (20%) plus 0 “No Bid” (20% total response).

References were requested from all bidders. The Grants Division contacted local municipalities to assess the lowest bidder’s qualifications; however, the municipalities had no prior experience with the firm, and the references provided were non-responsive. Accordingly, De La Hoz’s Builders was determined to be the next lowest responsive and responsible bidder, based on verification of satisfactory references and a demonstrated record of successfully completed projects with the City of Fort Pierce.

Staff recommends approval of Bid No. 2026-010— SHIP Residential Rehabilitation of 1201 Palm Walk, Fort Pierce, FL, awarding the project to De La Hoz Builders, Inc., the second lowest and most responsive bidder in an amount not to exceed $61,510.00.

Award to alternative bidders or request new bids.
