SUBJECT:
FPRA Resolution 26-04 Authorizing or Denying a Third Amendment to Grant Agreement for Commercial Facade Improvement located at 207 Orange Ave.
SUMMARY:
On September 10, 2024, the FPRA and Jetset Events, LLC (the “Recipient”) entered into a grant agreement for a commercial façade improvement project at 207 Orange Avenue.
Under the terms of the agreement, the Recipient was required to obtain building permits within six months of the effective date. The Recipient did not meet this deadline and was granted a seven-month extension through a First Amendment executed on May 13, 2025; however, the required permits were still not obtained.
A Second Amendment, executed on September 9, 2025, provided an additional six-month extension, but the required permits were not secured.
The Recipient has stated that delays were due to material availability issues, tenant-related matters, and a full tenant transition, including coordinating move-out, build-out for a new tenant, and regulatory approvals. With tenant renovations now complete, the final exterior design has been determined, and the Recipient is currently seeking a Certificate of Appropriateness from the Historic Preservation Board. Once obtained, the Recipient will proceed with the permitting process.

FPRA REDEVELOPMENT PLAN GOAL/POLICY
FPRA Plan Goal 7 - The Fort Pierce Redevelopment Agency shall increase private sector investment and business development within the Community Redevelopment Area.

RECOMMENDATION:
Staff recommends granting Jetset Events LLC's request for an extension and authorizing execution of the Third Amendment to the Grant Agreement.
