Approval of Specific Authorization No. 4 for Kimley Horn and Associates under Continuing Contract RFQ 2025-022 for Professional Engineering Services for completion of plans, construction documents, and estimates of the South 13th Street Improvements from Georgia Avenue to Orange Avenue.

The City of Fort Pierce has received a State of Florida General Appropriations Act grant of $500,000.00 with an expiration date of 12/31/2028 to complete construction of the improvements to South 13th Street. 

Kimley Horn had previously provided 90% design plans for the project as early as 2009. The plans, estimates, and construction documents need to be updated to current design standards. Additionally, FDOT oversight has identified some corrections and revisions that need to be made to the plans and design to meet the requirements of the GAA grant. 

Staff has negotiated this Specific Authorization with Kimley Horn to meet the requirements of FDOT and the GAA grant.
