SUBJECT:
Review and approval with conditions an application for Conditional Use, submitted by Property Owner, Egan Packing LLC, applicant, Indian River Biodiesel, LLC, and representative, Dennis Murphy, of Culpepper & Terpening, Inc. to operate a Biodiesel fuel manufacturing facility within an existing industrial building located at 1103 N 2nd Street, Fort Pierce, FL. The property is zoned Light Industrial, I-1, (Parcel ID 2403-705-0006-000-9).
SUMMARY:
- The applicant is requesting Conditional Use approval to improve and reuse an existing industrial building to operate a biodiesel fuel processing and production facility, within an existing 39,500 square foot building, situated at 1103 North 2nd Street.
- The site is located within the Port Operations area, on the west side of North 2nd Street, known for the former Egan sorting and packing operations.
- The proposed production seeks to process 250,000 gallons per month. The facility anticipates growth up to 40 new employees for this facility.
- All production activities will be conducted within the facility, with production shifts proposed from 7am to 6pm.
- The applicant has presented an extensive landscape plan centered on parameter landscape buffers to screen the site from the US Highway 1 corridor, and enhance the front of the proposed facility.
- A total of 46 notifications of the proposed Conditional Use were mailed to the owners of property located within 500 feet of the subject property. As of March 10th, 0 responses have been received. An update will be provided to the City Commission at the public hearing.
- The Planning Board considered the application at their March 8th, 2016 meeting, and voted unanimously to recommend approval of the request with staff recommended conditions.
RECOMMENDATION:
Staff recommends approval with the following conditions:
1) The applicant provides a safe and efficient sidewalk linkage between the building entrance and the future 2nd Street sidewalk, when said sidewalk is completed, pursuant to City Code Section 22-62 (d) (2).
2) The property owner provides the necessary right-of-way dedications to facilitate the planned 2nd Street roadway and utility improvements, in the exhibit to the Staff report this is a 7.5 x 155 foot area.
