SUMMARY:

HEC Asphalt are requesting a Zoning Atlas Amendment to City Zoning of Heavy Industrial (I-3) from St. Lucie County Zoning of Heavy Industrial, relating to a Voluntary Annexation, comprising of two (2) parcels 2431-113-0002-000-1 and 2431-505-0000-200-2, being generally located at or near Selvitz Road and Glades Cut-Off Road, within the City of Fort Pierce, Florida, and representing approximately a combined 10.53 acres of land more or less.

The subject property consists of approximately 10.5 acres located along Selvitz Road within an established industrial corridor. The site is currently vacant and under County jurisdiction, with an existing St. Lucie Zoning designation of Heavy Industrial (IND). The request is to assign a City Zoning designation of Heavy Industrial (I-3) concurrent with annexation and consistent City FLU assignment.
Surrounding land uses include:
• North: FEC Railway corridor and County Industrial
• South/East/West: City industrial uses (I-1 zoning / Heavy Industrial FLU)
The amendment is intended to facilitate development of an industrial use consistent with heavy industrial classifications (e.g., asphalt production facility), which aligns with the established industrial character of the corridor.

• The amendment is internally consistent with the Comprehensive Plan.
• The request does not exceed the maximum intensity of the Heavy Industrial land use category.
• Public facilities are available or will be provided concurrent with development.
• The amendment supports Orderly Growth and Efficient Land Use Patterns.

RECOMMENDATION:

Staff recommend that the Planning Board move the request to the City Commission with a 
recommendation of APPROVAL

Approve with Conditions/Alternative Zoning district designation.

Deny the request.
