SUBJECT:

PULLED AT STAFF'S REQUEST.  Resolution 26-R45 approval and adoption of the 2026–2030 Consolidated Plan.

SUMMARY:

The 2026–2030 Consolidated Plan has been prepared to evaluate affordable housing and community development needs, assess existing market conditions, and establish priorities for the use of federal funding resources. The Plan serves as a strategic framework for community-wide engagement, enabling residents, local organizations, public agencies, and other stakeholders to identify priority needs and guide investment of funding received through the U.S. Department of Housing and Urban Development (HUD) formula grant programs.

The Five-Year Consolidated Plan incorporates the Program Year (PY) 2026 Annual Action Plan and is supported by the 2026–2030 Citizen Participation Plan. Collectively, these planning documents guide the administration and allocation of Community Development Block Grant (CDBG) funding and require formal approval and adoption by the City Commission through resolution prior to submission to HUD.

The 2026–2030 Consolidated Plan, Program Year (PY) 2026 Annual Action Plan, and 2026–2030 Citizen Participation Plan must be submitted to the U.S. Department of Housing and Urban Development (HUD) by August 7, 2026, to satisfy federal planning and submission requirements associated with the Community Development Block Grant (CDBG) Program. Approval and adoption of the attached resolutions by the City Commission are necessary to authorize submission of the required documents, maintain compliance with HUD regulations, and preserve eligibility to receive and administer CDBG funding.

FISCAL IMPACT:

There is no direct fiscal impact associated with approval of the attached resolution. Adoption of the 2026–2030 Consolidated Plan, Program Year (PY) 2026 Annual Action Plan, and 2026–2030 Citizen Participation Plan is required to maintain eligibility for Community Development Block Grant (CDBG) funding administered by the U.S. Department of Housing and Urban Development (HUD). Failure to approve and submit the required planning documents could jeopardize the City's ability to receive future CDBG funding allocations.
