Appeal of the Decision of the Historic Preservation Board, Certificate of Appropriateness 14-23, Mural Removal & Stucco, 102 N 2nd Street

SUMMARY:

  • The Historic Preservation Board, at their June 23rd, 2014 meeting, considered Certificate of Appropriateness Application (COA) 14-23 to seal, stucco and paint a portion of the eastern facade (over mural) to match the remainder of building.
  • The Historic Preservation Board granted COA 14-23 with the condition that the property owner first attempt to seal the mural. The decision further accepted that if the mural cannot be sealed, the wall may be covered with stucco with the condition that it be of a smooth finish to accept a new mural and the implement a new mural within six (6) months of the stucco work, that is of equal size, quality and historical significance of the old mural, which may be approved by the Historic Preservation Officer.
  • The property owner, on July 2nd, 2014, filed an appeal of the Board’s Decision.
  • Private parties have coordinated with staff to express a commitment of funding, materials, and expertise to supplement the cost of applying a smooth stucco finish and a new mural to the subject wall.

RECOMMENDATION:

Uphold the Decision of the Historic Preservation Board
