Jenkins Road KOA - Transmittal Hearing: Comprehensive Plan Future Land Use Map Amendment

SUBJECT:

Legislative Hearing - Ordinance No. 17-038: Transmittal hearing pertaining to an application submitted by the property owners, Ariel Homes of Treasure Coast, and applicant, S. R. Bacher Enterprises, LLC., for one (1) parcel of land, 56.035 +/- acres, to change the future land use designation within the Comprehensive Plan, from RM, Residential Medium to BC, Boundary Commercial. Said parcel is generally located at the northeast corner of Edwards Road and Jenkins Road, or approximately 3180 South Jenkins Road. FIRST READING

 

SUMMARY:

  • The applicant is requesting the approval of a Future Land Use Map Amendment, for 56.035 acres of property, from Medium Density Residential (RM) to Boundary Commercial (BC), with an associated request for a Planned Development for the subject site.
  • The subject site is located along the east side of Jenkins Road, immediately north of Edwards Road, and a half mile south of the Okeechobee Road commercial corridor.
  • The proposed amendment is generally consistent with the Goals, Objectives, and Policies of the City’s Comprehensive Plan and is consistent with forthcoming request to amend the zoning designation of the site.
  • The applicant has engaged neighbors to the site via two community meetings.
  • The Planning Board, acting as the Local Planning Agency, at their November 14th, 2017 meeting, voted unanimously to recommend approval of the request.
  • If approved at the first reading, Staff will transmit the proposed comprehensive plan amendment to the corresponding review agencies. An adoption hearing will be scheduled subsequent to receipt of all review comments and transmittal acknowledgements.
  • The associated rezoning and Planned Development to develop a KOA Recreational Vehicle Campground will be presented to the City Commission for Consideration in January.
     

 

RECOMMENDATION:

Approve transmittal of the proposed Future Land Use amendment

ALTERNATIVES:

  • Approve transmittal of the Future Land Use amendment with the incorporation of a land use transition at the east end of the site, from commercial to residential.
  • Denial
