SUBJECT:
Approval to submit and accept a grant from the Florida Coalition Against Domestic Violence for funding in an amount not to exceed $100,000 by the Police Department.
SUMMARY:
The Florida Coalition Against Domestic Violence (FCADV) has released an RFP that allows law enforcement agencies to request funding to establish a domestic violence program, or in the case of the Fort Pierce Police Department, continue and already established InVEST collaboration. The InVEST program supports law enforcement efforts in preventing or reducing crimes related to domestic violence.
The Police Department intends to use this funding to cover the salary and benefits of the officer assigned to InVEST, as well as provide the necessary training, travel, and related office equipment.
RECOMMENDATION:
The recommendation is that this request be approved in order to maintaining the continuity of the InVEST program, which has been a part of the FPPD for several years.
ALTERNATIVES:
The alternative is for this request to be denied; resulting in the end of the FPPD-InVEST partnership. The FPPD would then await Commission directives on an alternate approach to domestic violence programming.

FISCAL IMPACT:
The fiscal impact of this submission is awarded, would be the addition of approx. $90,000 in grant revenue via a cost reimbursable grant award. The grant would be for 33 months if awarded, and would have a fiscal impact in the 2020 and 2021 fiscal years. This award would impact the General Fund due to the 25% match requirement. The total budget for the InVEST grant would not exceed $120,000 and would require a $30,000 (max.) match from the General Fund.
