SUBJECT:
Approve request for Site Plan and Conditional Use extension of two (2) years from Grace Way Village, 1780 Hartman Road.
SUMMARY:
- The original Site Plan and Conditional Use approval to construct a 20 unit “family transitional living facility” was granted on March 19, 2012 with two (2) conditions.
- Received approval for a site plan extension for one year in March of 2013.
- The two (2) conditions of approval have not yet been completed as the applicants do not wish to donate the requested right-of-way (R/W) unless they are going to build the proposed structure.
- The extension has been requested due to a slower response to their fundraising than originally anticipated. St. Lucie County is looking at funding sources to assist them. Stefanie Myers notes "our experiences show growing numbers of homeless families in St. Lucie County. Currently, the only support facility, Homeless Family Center (HFC) in Vero Beach has a waiting list. A majority of HFC residents are from St. Lucie County. There is limited housing for mothers with children but there are really no other options available unless the household has a veteran in it. Waiting lists for public housing and Section 8 vouchers are long. Our residents are truly in need of another option so they can stabilize and get back on their feet – keeping the kids in school and having an opportunity to get more education and/or find employment."
- If granted, the site plan extension will expire March 17, 2016.
RECOMMENDATION:
Approve the Site Plan and Conditional Use extension request for the two years with the conditions of approval as noted in the original minutes. New expiration date, upon approval, will be March 17, 2016.
ALTERNATIVES:
Deny the Site Plan and Conditional Use extension request.
