Legislative Hearing - Ordinance 23-002 Review and approval of a Voluntary Annexation by owners, Woods Family Limited Partnership II, and representative, Donald Cuozzo Design Group, Inc., to extend the territorial limits of the City of Fort Pierce, Florida, to include two (2) parcels at or near the east side of South US Highway 1 and approximately 800 feet south of East Midway Road in Fort Pierce, FL 34982. The proposed Future Land Use designations for the subject properties are RH, High Density Residential and GC, General Commercial, with proposed Zoning designations of R-5, High Density Residential Zone and C-3, General Commercial Zone. SUMMARY:
The applicant is requesting a voluntary annexation of four (2) parcels approximately at or near the east side of South US Highway 1 and approximately 800 feet south of East Midway Road in Fort Pierce, Florida Parcel IDs: 3403-502-0069-000-8, 3403-502-0070-000-8.
The applicant is requesting Future Land Use Designation of General Commercial (GC) and zoning of General Commercial (C-3) for parcel 3403-502-0069-000-8, and a Future Land Use Designation of High-Density Residential (C-3) and zoning of High-Density Residential (R-5) for parcel 3403-502-0070-000-8. Existing St. Lucie County designations shown below.

3403-502-0069-000-8: COM, Commercial; CG, Commercial General Zone (9.73 Ac)
Pursuant to Comprehensive Plan policy 1.11.5 “properties annexed shall receive a land use designation compatible with the County land use designation, unless otherwise approved by the City Commission.” Staff has confirmed that the property is located within unincorporated St. Lucie County and is contiguous to the Fort Pierce City municipal boundary and within the FPUA service area. The subject proposed voluntary annexation is also consistent with Chapter 171.044, F.S., whereas the property is contiguous to a municipality and reasonably compact; and the annexation will not result in the creation of an enclave.

RECOMMENDATION:
As proposed, the annexation meets the standards of the City’s Comprehensive Plan, specifically Policy Section 1.11 regarding annexations. Planning Staff recommends approval of the proposed annexation along with the Future Land Use Designation of General Commercial (GC) and zoning of General Commercial (C-3) for parcel 3403-502-0069-000-8, and a Future Land Use Designation of High-Density Residential (C-3) and zoning of High-Density Residential (R-5) for parcel 3403-502-0070-000-8.
