SUBJECT:
Approval of Change Order No. 1 to Specific Authorization No. 1 with EXP US Services for Professional Engineering Services for the Downtown Festival Street / 2nd Street Redevelopment Project in the amount of $24,741.44.
SUMMARY:
In June 2025, the Fort Pierce Redevelopment Agency initiated the 2nd Street Redevelopment Project, identified in the Downtown Master Plan, to transform the corridor between Orange Avenue and Avenue A into a flexible, pedestrian-oriented space.
As part of the design process, a comprehensive public engagement strategy was implemented, including surveys, stakeholder interviews, and community events. Feedback reflected a range of perspectives, particularly regarding whether the corridor should function as a fully pedestrianized space or a flexible street accommodating both vehicular and pedestrian use.
To address this mixed feedback and establish a clear, supported design direction, additional concept development and expanded community engagement efforts were undertaken beyond the original scope. This included development of additional design options, workshops, and surveys to further refine the preferred approach.
To maintain project momentum and avoid delays, funds were temporarily reallocated from future phases of the project to complete this work. Change Order No. 1 formalizes these additional services and restores funding necessary to complete remaining project phases as originally planned.

FPRA REDEVELOPMENT PLAN GOAL/POLICY
18. The Fort Pierce Redevelopment Agency shall assist the City in providing utility and infrastructure improvements that support public events and outdoor activities within the Redevelopment Area.
