SUBJECT:

Approval to submit and accept the U.S. Department of Housing and Urban Development, Emergency Safety and Security Grant 2014-2015 in the amount of $250,000.

SUMMARY:

The Police Department requests approval to partner with the Fort Pierce Housing Authority to submit and accept the U.S. Department of Housing and Urban Development, Emergency Safety and Security Grant 2014-2015 in the amount of $250,000. There is no local match requirement.

The HUD Safety and Security grant provides 100% funding to assist public housing agencies address emergency capital needs including safety and security measures necessary to address crime and drug-related activity. The Police Department intends to partner with the Fort Pierce Housing Authority to apply for this grant to install the Shotspotter, a gunshot detection system, in a 3 square mile area in the northwest section of Fort Pierce.

Shotspotter deploys sensors throughout the community to detect the precise location of criminal gunfire. Within seconds of a gunshot, dispatchers and officers are immediately provided with a precise location of the gunfire using GPS and mapping technology. They are also provided with the actual number of shots fired and the direction and speed of travel.  Each incident is recorded in a database, and detailed, forensic analysis is available for use in criminal investigations to corroborate witness testimony and reconstruct a crime scene.

Fort Pierce Police Department officers will contribute to the project by working with the system daily to respond to incidents of gunfire in the coverage area.

This grant will provide funding for system installation, training and one year of service.  There is no requirement for service beyond one year, and a funding source has not been identified for future service contracts.  This grant will allow the police department and community to evaluate the effectiveness of the system and determine the need for future investment.

RECOMMENDATION:

Approve the request.

ALTERNATIVES:

The police department has been unable to identify an alternate source of funding; therefore, there are no known alternatives.
