Review evaluation criteria and establish weighting scale for the Request for Proposals No. 2019-003 Redevelopment of the Former H.D. King Plant Site.

SUMMARY:

Review evaluation criteria and establish weighting scale for the Request for Proposals No. 2019-003 Redevelopment of the Former H.D. King Plant Site. Together, the proper identification and weighing of the evaluation criteria along with a consensus on the meanings of the criteria will form an evaluation plan that will provide the agency with a common standard by which to judge the merit of competing proposals.  This allows the agency to rank the proposals received while simultaneously providing offers with a fair basis for comparison.

Review Evaluation Criteria:
Evaluation criteria are the factors the FPRA Board will use to determine which proposal submitted in response to RFP would best meet the agency’s needs. The following RFP requirements were approved by the FPRA Board as part of the RFP at the October 15, 2018 FPRA Board Meeting. These requirements are listed on page 32 of the solicitation.
RFP Requirements:
  1. A conceptual preliminary development plan including a preliminary site plan showing proposed scale, height, and architecture of the proposed development.
  2. A detailed description of the manner in which the proposed development plan achieves the goals established in the Fort Pierce Redevelopment Agency Community Redevelopment Plan.
  3. A preliminary assessment of the traffic impacts of the proposed development plan.
  4. An analysis of the economic feasibility of the preliminary development plan.
  5. A description of a proposed financing plan.
  6. Proposed property acquisition terms.
  7. A preliminary project implementation schedule.
Establish Weights:
Weights reflect the relative importance of each of the evaluation criteria to the agency.  Establishment of a scoring method and worksheets will result in a standard approach to scoring.


 

RECOMMENDATION:

Staff recommends that the FPRA Board assign the evaluation criteria with respective weights to establish a scoring method.

ALTERNATIVES:

Staff will proceed as recommended by the FPRA Board.
