RFQ No. 2019-027 Professional Engineering Services

SUBJECT:

Approval of the following short-listed firms for the Professional Engineering Services RFQ No. 2019-027 for a period of two (2) years with three (3) one year renewal options: Captec Engineering, Cardno, Inc., Culpepper & Terpening, Inc., Engineering Design & Construction, Kimley Horn Associates, Inc., and Marlin Engineering, Inc. 

SUMMARY:

The Engineering Department having made a request for qualifications for professional engineering services, received fifteen (15) respondents.  A committee of five (5) evaluators was chosen and each of the respondent's submittals were reviewed extensively.  Each evaluator scored the firms based on the following criteria:
  •  Demonstration of understanding and degree of responsiveness to the RFQ
  • Consultant's ability to show creativity and practicality in meeting objectives, training and communication skills and a commitment to quality assurance
  • History of compliance; ability to work in a multi-disciplinary mode, especially for government bodies
  • No unresolvable conflict of interest according to governmental policies and definitions
  • Past claims of errors and omission and how they were resolved
  • Location of firm's office in reference to the City of Fort Pierce
It was determined that the top scoring six (6) firms would be short listed and serve as the city's continuing professional engineering service providers for a period of two (2) years with three (3) one year renewal options. 

RECOMMENDATION:

The Engineering Department recommends the following six (6) firms be listed as the city's Professional Engineering Service Providers:
  • Captec Engineering - Stuart, FL
  • Cardno, Inc. - Clearwater, FL - (satellite office Fort Pierce, FL)
  • Culpepper & Terpening, Inc. - Fort Pierce, FL
  • Engineering Design & Construction - Port St. Lucie, FL
  • Kimley Horn Associates, Inc. - Vero Beach, FL
  • Marlin Engineering, Inc. - Plantation, FL - (satellite office Fort Pierce, FL)

ALTERNATIVES:

Produce a RFQ for each individual project and choose only one.
