SUBJECT:

Approval of the Fiscal Year 2020 Victims of Crime (VOCA) grant agreement to receive funding in the amount of $69,360.00.

SUMMARY:

The Office of the Florida Attorney General (OAG)  has not received its FY 2020 requested funding.  OAG staff states the expectation is that FY 2020 funding will be received by December 2020.  In the interim, the OAG is utilizing residual FY 2019 funds to assist agencies that receive funding from their office to provide victim services to ensure staff continues to remain in place and funded. The Fort Pierce Police Department provides services to victims of crime via two, full-time Victim Advocates. The Fort Pierce Police Department has received an award of $69,182 ($97,360 less than requested for FY 2020).  OAG funding requires a local match of 25% which is provided through a match of existing supervisory personnel salary and volunteer hours. 

RECOMMENDATION:

Staff recommends acceptance of the current OAG awarded funds.

ALTERNATIVES:

Decline acceptance of awarded funds and search for other funding sources.

FISCAL IMPACT:

Residual FY 2019 - 2020 funds totaling $69,182.00 have been awarded to the Fort Pierce Police Department to enable staff and program service continuity. Additionally, the funding award has a required local 'cash' match, (accomplished by utilizing the value of existing budgeted supervisory staff time and hourly 'market/workplace' value of donated volunteer service hours) of $36,959.38; this amount represents the 25% match for the total amount of funds the Department originally requested from the Office of the Attorney General (OAG); if for some unforeseen circumstance, the OAG does not receive and award further funds, the Department will not be responsible for this entire match.

The OAG states it anticipates receiving their FY 2020 - 2021 allocation of funds by the end of the calendar year. The OAG will allow the Department to amend the program budget to reflect the original amount requested in its FY 2020 - 2021 grant application once additional funds are awarded.
