SUBJECT:

Approval of authorization for staff to enter into contractual negotiations with the highest rank responder, Colliers International, pursuant to the review of proposals associated with RFP 2020-008 Retail/Business Recruitment.

SUMMARY:

In November 2019, the City of Fort Pierce issued a Request for Proposals (RFP No. 2020-008) to obtain the services of a qualified firm to aid with retail attraction and retention. The City of Fort Pierce and Fort Pierce Redevelopment Agency seek to enter into an agreement with a firm with extensive experience and knowledge of retail recruitment and is interested in developing a strategy that maximizes the retail/business potential for Fort Pierce, understands the impact of visitors to the market as well as provides business retention tools and analytics.

Four (4) proposals were received from the following firms: Buxton, Colliers International, Retail Strategies and Redevelopment Management Associates (RMA). The Evaluation Committee met and reviewed each proposal with respect to qualification, methodology/approach, experience, and cost. The following firms were shortlisted and provided in-person presentations to the evaluation committee in February 2020 – Buxton, Colliers International and RMA.

RECOMMENDATION:

Authorize staff to enter into negotiations with the highest ranked respondent, Colliers International.

ALTERNATIVES:

Staff will proceed as directed by the FPRA Board.
