Interlocal Agreement - CAD/RMS

SUBJECT:

Approval of an Interlocal Agreement between the Fort Pierce Police Department, Saint Lucie County Sheriff's Office, Port Saint Lucie Police Department, Saint Lucie County Fire District, and Saint Lucie County for a new shared Computer Aided Dispatch (CAD) and Records Management System (RMS). 

SUMMARY:

Currently, our Computer Aided Dispatch (CAD) and Records Management System (RMS) is shared by the Saint Lucie County Emergency Operation Center, Saint Lucie County Fire District, Saint Lucie County Sheriff’s Office, Port Saint Lucie Police Department, and Fort Pierce Police Department. By sharing the same system, costs are reduced for individual agencies and seamless integration of information between agencies is achieved.  Our present system, created by Central Square, is antiquated and supported by the vendor on a year to year contract.  The Emergency Operations Center’s Board of Governors has sought to find a suitable replacement.  After considering other similar systems, Motorola’s Premier One was chosen as a replacement as it is a cloud-based system that is more efficient, more secure, requires less hardware, and requires less end-user labor to maintain than our present or other systems.  Premier One is a flexible system that can be tuned to meet individual needs and has growth capability as agencies expand. 

The attached Interlocal Agreement has been reviewed by and approved by the City Attorney.

 

RECOMMENDATION:

Accept Interlocal Agreement.

ALTERNATIVES:

Not accept the Interlocal Agreement and purchase our own system separately.

FISCAL IMPACT:

For FY 2021/22, our portion of the annual maintenance with Central Square is $73,541.47. It will be the same amount for Motorola. Were we to continue with Central Square for five years, the total cost to the Fort Pierce Police Department would be $448,978.02. A yearly cost increase has been built into the Motorola cost-sharing model and our total cost over five years is $506,426.49. This equates to a total increase of $57,448.47 for a brand new system.
