SUBJECT:
Quasi-Judicial Hearing - Review and approval of an application for Conditional Use with No New Construction submitted by Property Owner, Mardi Executive Center LLC, and Representative, James Alouidor, to operate a Nursing School (College)at 1905 South 25th Street, #103 in Fort Pierce, FL. The property is zoned Office Commercial (C-1). Parcel ID: 2417-441-0001-000-8
SUMMARY:
- The applicant is requesting the review and approval of a Conditional Use with No New Construction to allow for the operation of a College for Nursing. The applicant is seeking to operate the school in an existing 3,119 sq. ft. suite of the Mardi Executive Center. The property is zone C-1, Office Commercial Zone with a future land use of OP, Offices – Professional and Business Services. The subject property has a total of approximately 2.8 acres.
- The property is located at the southwest corner of S. 25th Street and Rhode Island Avenue. The subject property is surrounded by institutional uses to the north, south, east, and single-family homes and multifamily residences to the west.
- The proposed facility is approximately 3,119 square-feet. There will be no food provided on-site. Students and employees will supply their own meals. The site is adjacent to 144 shared parking spaces for the use of the employees, students, and visitors. The facility can be accessed by vehicles and pedestrians from the several development entrances located on S. 25th Street, S. 26th Street, and Rhode Island Avenue.
RECOMMENDATION:
The proposed use offers a provision of Educational Facilities (Colleges) representing an institutional use that is compatible with the surrounding neighborhood and is generally consistent with the City’s Comprehensive Plan and Land Development Code with appropriate restrictions. Therefore, Staff recommends APPROVAL.
