SUBJECT:

Reduce Code Enforcement Lien in the amount of $110,290.00 of which $40.00  is recording fees against 1160 S. Ocean Drive, Ft. Pierce, FL currently owned by Steve Tarr, 4521 PGA Blvd., Palm Beach Gardens, FL 33418 to $1,800.00 contingent upon payment in 60 days.

SUMMARY:

Request by Steve Tarr to waive $108,490.00 leaving a balance of $1,800.00.  The Code Enforcement Board recommends the Commission reduce the fines to $1,800.00 contingent upon payment within 60 days.  Failure to pay within the 60 days  lien will revert back to the original amount of $110,290.00.

RECOMMENDATION:

This recommendation is based on:

1.  The original owner passed away and the property was tied up in a foreclosure suit, therefore, property was neglected.
2.  Immediately after purchasing the property Mr. Tarr complied the violations and improved the safety of the property.
3.  The original accrued fine would create a hardship and prevent any construction on the property; the completion of the duplex would not be feasible.
4.  With the lien reduction Mr. Tarr states he can turn the property into  tax producing revenue that will benefit the neighborhood and City of Ft. Pierce. 

ALTERNATIVES:

1.  Deny the request.
2.  Determine an alternate amount.
