SUBJECT:

Site Plan - Kings Highway Commerce Center - 4 Parcels (2313-333-0001-000-7, 2313-332-0000-000-7, 2313-332-0000-010-0, 2313-331-0000-000-4)   

SUMMARY:

The project is proposed on the approximately 34.813 acres of land, consisting of four (4) parcels of land located at or near the southeast corner of South Kings Highway and Graham Road in Fort Pierce, FL. The site plan consists of two (2) proposed structures (flex-space: office and warehouse spaces). Per City of Fort Pierce Code Section 125-315 parking requirements, the applicant is providing a total of 262 parking spaces. Thirty (30) parking spaces have been provided more than the required amount. The proposed site plan is phased with Phase I consisting of Building 1 with 206,000 sf of warehouse space and 15,000 sf office space. Phase II will consist of 206,000 sf of warehouse space and 15,000 sf of office space in addition.

RECOMMENDATION:

The proposed Site Plan (Development and Design Review) applications adhere to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan and does not appear to adversely affect the public health, safety, convenience, and general welfare. Therefore, Staff recommends APPROVAL of the requested applications with the following conditions:
 
  1. A completion certification by a landscape architect, cost estimate and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
 
  1. Prior to the issuance of any site clearing permits, the applicant shall provide a Tree Mitigation Survey and coordinate with the City of Ft. Pierce Arborist for the required mitigation of the City regulated trees proposed to be removed as a result of this site’s development/construction activity.
 
  1. A Unity of Title with the St. Lucie County Clerk of Courts and a Parcel Combination with the St. Lucie County Property Appraiser shall be conducted before the issuance of a Building Permit.
 
  1. After completion of the Unity of Title and Lot Combination, please submit a General Address Request Form for the newly created Parcel ID and for each proposed building and residential unit.
