Conditional Use and Site Plan Approval for Macritchie Storage Ventures - 2192 Peters Road

SUBJECT:

Quasi-Judicial Hearing - Application for Conditional Use Approval and Site Plan (Development and Design Review) submitted by property owner, RV Development LLC, and Applicant, Macritchie Storage Ventures, LLC, to construct and operate an RV storage lot with an accessory office structure at 2192 Peters Road in Fort Pierce, Florida. Parcel ID: 2313-432-0000-000-4.

SUMMARY:

The subject application is for a use considered a vehicle storage lot and as such requires a Conditional Use approval pursuant to City Code 125-187, allowed uses. The project will consist of 503 covered RV parking spaces along with a sale’s office where customers can rent RV spaces. Eventually the plan is to remove the sales office and the site will be 100% automated. The site plan further provides for landscape and lighting improvements, as well as the creation of a wet detention pond with a water feature, and a tree protection area that will encompass approximately 3.03 acres on the northwest corner of the site. Aside from the RV storage parking there will be a total of four (4) parking spaces provided for customers and employees, with one of these spaces being designated as a handicap accessible space. The parking as provided is compliant with City Code 125-315. The lighting plan provided is also compliant with City Code 125-315 (j)(1)(a).
 
In accordance with Sections 125-187, 125-200, 125-237, 125-313, and 125-314 of the City Code, the applicant and representative are seeking Conditional Use with New Construction and Site Plan (Development and Design Review) to construct and operate a RV storage lot with an accessory temporary office structure. Concurrent with the subject application are Future Land Use Map and Zoning Atlas Map Amendments to General Commercial (GC) and General Commercial (C-3), respectively.
 

RECOMMENDATION:

The requested Applications for Development Review, Conditional Use with New Construction, and Design Review meet the criteria specified in Sections 125-237, 125-313, and 125-314 of the City Code, the Comprehensive Plan, and does not adversely affect the public health, safety, convenience, and general welfare. Therefore, Planning Staff recommends APPROVAL of the project with the following Conditions:
1. Pursuant to City Code Section 123-66.(d) -Tree protection and mitigation, a final Tree Mitigation Plan shall be approved by staff prior to the issuance of a Building Permit. 

2. A certified letter of completion by a landscape architect and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.

3. As the office building is being defined as temporary by the applicant, a Temporary Use Application with the Planning Department will need to be applied for on an annual basis until the building is removed from the site. This shall first be provided with the Building Permit for the construction of the RV storage lot and then shall be provided upon the expiration of each subsequent approval.
