Legislative Hearing - Ordinance 22-009 - Impact Fee Moratorium within Urban Infill and Redevelopment Area. SECOND READING.

Ordinance 22-009 will provide a moratorium on the imposition and collection of City impact fees within the Fort Pierce Redevelopment Area for a period of six (6) months. The City Commission adopted Ordinance 20-007 on March 16, 2020, which provided for a moratorium on the collection of City impact fees within the Fort Pierce Redevelopment Agency boundaries for a period of 12 months. Ordinance 21-010 was subsequently adopted on April 5, 2021, extending the moratorium for a period of 6 months, ending on October 5, 2021. 
 
Overview of the Program:
Urban infill and redevelopment projects are intended to improve existing neighborhoods and encourage investment within these areas. The intent of this moratorium was to assist businesses and residents in the Fort Pierce Redevelopment Agency boundaries reduce their startup costs and to contribute to the sense of vitality that occurs when buildings are occupied by commercial business and new homes are constructed. Since infill locations are within the urban core of our community, typically they already have much of the needed infrastructure. Unless extraordinary capital improvements are required, infrastructure costs can be substantially lower for infill development relative to a similar project in an undeveloped area.
 

Staff recommends approval of Ordinance 22-009.
