SUBJECT:

Approval of a Blanket Purchase Order for the Fort Pierce Police Department to purchase desktop computers, laptop computers, and ancillary equipment required to upgrade to the National Incident-Based Reporting System (NIBRS) system in an amount not to exceed $131,249.

SUMMARY:

The Fort Pierce Police Department has received a grant from the Florida Department of Law Enforcement (FDLE) in the amount of $430,768.81 to implement the National Incident-Based Reporting System (NIBRS) FBI required system.  Implemented to improve the overall quality of crime data collected by law enforcement, NIBRS captures details on each single crime incident—as well as separate offenses within the same incident—including information on victims, known offenders, relationships between victims and offenders, arrestees, and property involved in crimes. Unlike data reported through the UCR Program’s traditional Summary Reporting System (SRS)—an aggregate monthly tally of crimes—NIBRS goes much deeper because of its ability to provide circumstances and context for crimes like location, time of day, and whether the incident was cleared. The FBI has made nationwide implementation of NIBRS a top priority because NIBRS can provide more useful statistics to promote constructive discussion, measured planning, and informed policing.

The Department's current operating system requires extensive upgrades to implement the new system and is requesting to purchase $131,249 in equipment needed to prepare for the change.  The purchases will be made from Dell Marketing using pricing based on State of FL contract #C000000010853.

RECOMMENDATION:

Staff recommends the approval of the 'Blanket Purchase Order' requested.

ALTERNATIVES:

Funding to accomplish required upgrades may be declined.

FISCAL IMPACT:

Funding is made available to the City of Fort Pierce Police Department through the State of Florida Department of Law Enforcement (FDLE) with no local match required, Grant Project Code: NIBRS. Prices are determined through 'piggyback' on State of FL contract #: C000000010853 to ensure the most competitive pricing from Dell.
