SUBJECT:

Quasi-Judicial Hearing - Review and approval of an application for a Site Plan (Development and Design Review) approval to construct a 21,162 square foot building expansion to an existing Automobile Sales and Service Facility with associated site improvements at or near 3350 S US Highway 1, more specifically located at Parcel Control Number: 2427-801-0001-000-3.

SUMMARY:

  • In accordance with Sections 125-37, 125-313, and 125-314 of the City Code, the applicant is requesting the review and approval for Site Plan (Development and Design Review) to construct a 21,162 square foot building expansion to the existing Automobile Sales and Service Facility, including adjacent site improvements consisting of drainage, sanitary and parking lot adjustments.
  • The subject parcel has a total of approximately 6.13 acres. The site is surrounded by commercial businesses and industrial uses to the west and south, vacant property to the north and residential uses to the east. The addition will include an interior expansion to the existing main building, a proposed attached canopy for car services. The eastern side of the addition will be buffered from to the residential uses by an internal parking lot, driveways, and landscaping.

RECOMMENDATION:

The proposed Site Plan (Development and Design Review) applications adhere to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan and does not appear to adversely affect the public health, safety, convenience, and general welfare. Therefore, Staff recommends APPROVAL of the requested applications with the following conditions:
 
  1. A completion certification by a landscape architect, cost estimate, and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
 
  1. Bicycle Parking (bike racks or lockers) shall be provided at a ratio of 1 space per every 10 parking spaces pursuant to City Code 125-315 (f)(1)(a).
 
  1. Prior to the issuance of Building Permit approval, provide colored elevations to demonstrate that the proposed building conforms to the specifications of City Code 125-314, Design Review. Confirm that the architecture and color scheme of the new structure will match that of the existing structure.
 
  1. Provide sidewalks and sidewalk connections along abutting ROW(s) per City Code Section 125-317 (b).
