Quasi-Judicial Hearing - Review and approval of an application for a Site Plan (Development and Design Review) approval to construct a 324-unit multi-family development with eight (8) multi-family buildings, a clubhouse with a pool and associated site improvements to construct a 324-unit multi-family development with eight (8) multi-family buildings, a clubhouse with a pool and associated site improvements at or near the southeast corner of S Jenkins Road and Graham Road, more specifically located at Parcel Control Numbers: 2418-322-0002-0000-2, 2418-331-0001-000-3 and 2418-343-0001-000-0.
SUMMARY:
- In accordance with Sections 125-37, 125-313, and 125-314 of the City Code, the applicant is requesting the review and approval for Site Plan (Development and Design Review) to construct a 324-unit multi-family development with eight (8) multi-family buildings, a clubhouse with a pool and associated site improvements.
- The project is proposed on the approximately 32.85 acres of land, consisting of three (3) parcels of land located at or near the southeast corner of S Jenkins Road and Graham Road in Fort Pierce, FL. The site plan consists of nine (9) proposed structures (8 multi-family and 1 clubhouse). Five (5) multi-family buildings (Building Type I) will consist of thirty-six (36) units each. Three (3) multi-family buildings (Building Type II) will consist of forty-eight (48) units each. City of Fort Pierce Code Section 125-315 requires 1.5 parking spaces per residential unit, the applicant is providing 1.8 spaces per residential unit with 587 spaces. The clubhouse is considered office space per City Code and requires 1 space per 300 square feet of gross floor area.
RECOMMENDATION:
The proposed Site Plan (Development and Design Review) applications adhere to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan and does not appear to adversely affect the public health, safety, convenience, and general welfare. Therefore, Staff recommends APPROVAL of the requested applications with the following conditions:
- A completion certification by a landscape architect, cost estimate and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
- Prior to the issuance of any site clearing permits, the applicant shall provide a Tree Mitigation Survey and coordinate with the City of Ft. Pierce Arborist for the required mitigation of the City regulated trees proposed to be removed as a result of this site’s development/construction activity.
- A Unity of Title with the St. Lucie County Clerk of Courts and a Parcel Combination with the St. Lucie County Property Appraiser shall be conducted before the issuance of a Building Permit.
- After completion of the Unity of Title and Lot Combination, please submit a General Address Request Form for the newly created Parcel ID and for each proposed building and residential unit.
