SUBJECT:

Quasi-Judicial Hearing - Review and approval of an application for a Site Plan (Development and Design Review) approval to construct a 7,329 square foot Vehicle Reconditioning Facility with associated site improvements at or near 3300 and 3330 S US Highway 1 in Fort Pierce, Florida, more specifically located at Parcel Control Numbers: 2427-421-0001-000-7, 2427-421-0002-000-4.

SUMMARY:

  • In accordance with Sections 125-37, 125-313, and 125-314 of the City Code, the applicant is requesting the review and approval for Site Plan (Development and Design Review) to construct a 7,329 square foot Vehicle Reconditioning Facility with associated site improvements.
  • The subject parcels have a total of approximately 26.65 acres. The site is surrounded by commercial businesses and industrial uses to the west, commercial and residential uses to the south, vacant property, and residential uses to the north, and residential uses to the east. The proposed site will include the new 7,329 square foot Vehicle Reconditioning Facility, parking-storage areas for vehicles being serviced, parking for employees, and parking for the affiliated dealership (Bev Smith Toyota) to the south. The western side of the development is approximately 751 feet away from S US Highway 1 frontage. The applicant intends to subdivide the property and create two (2) new commercial out parcels with a possible new access tract between the newly created parcels. The eastern side of the development will be buffered from the residential uses by an internal parking lot, driveways, a dry retention pond, a wet retention pond, and landscaping.

RECOMMENDATION:

The proposed Site Plan (Development and Design Review) applications adhere to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan and does not appear to adversely affect the public health, safety, convenience, and general welfare. Therefore, Staff recommends APPROVAL of the requested applications with the following conditions:
 
  1. A completion certification by a landscape architect, cost estimate, and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
 
  1. Prior to the issuance of any site clearing permits, the applicant shall provide a Tree Mitigation Survey and coordinate with the City of Ft. Pierce Arborist for the required mitigation of the City regulated trees proposed to be removed as a result of this site’s development/construction activity.
 
  1. Prior to the issuance of Building Permit approval, provide colored elevations to demonstrate that the proposed building conforms to the specifications of City Code 125-314, Design Review. Confirm that the architecture and color scheme of the new structure will match that of the existing structure.
 
  1. Per City Code Chapter 121 Subdivisions, a Preliminary and Final Plat are required.
 
  1. Provide sidewalks and sidewalk connections along abutting ROW(s) per City Code Section 125-317 (b).
 
  1. A crosswalk from Bev Smith Toyota’s south parcel to the proposed employee parking to the north shall be provided when the site plan for the north parcel is submitted.
 
  1. Provide a Covenant in Lieu of Unity of Title or Shared Parking Agreement between Bev Smith Toyota north (Parcel ID: 2427-421-0002-000-4) and south (Parcel ID: 2427-801-0001-000-3) parcels.
 
  1. A Unity of Title with the St. Lucie County Clerk of Courts and a Parcel Combination with the St. Lucie County Property Appraiser shall be conducted before the issuance of a Building Permit.
