Zoning Atlas Map Amendment - Martin & Sons Planned Development - 1038 S. 37th Street

SUMMARY:

Request for review of an application for a Zoning Atlas Map Amendment of one (1) parcel of land to change the zoning classification from Residential Single-Family - Three Units Per Acre, E-3, to Planned Development, PD.

Staff supports the applicant's proposal in that a Planned Development would potentially allow a greater range of housing than what is allowed currently in the E-3 Zoning district.
The underlying Future Land Use of Low Density Residential is not subject of amendment and therefore the overall permitted density of the property will remain at a maximum of 6.5 du/acre = 33 du's

Under the current E-3 zoning, single-family detached houses are the only housing type permitted.
E-3 zoning: Residential single-family—three units per acre.(in this case 15 du.unless subject to an innovative residential development).

(a) Purpose. This classification is primarily intended to provide for areas of single-family dwellings with an average net density of less than three units per acre for conventional developments. Regulations for the district are designed to promote sound neighborhoods and accommodate compatible nonresidential uses. Water and sewer service should be available.

(b) Basic use standards. Uses in an E-3 zone, except innovative residential developments, must meet the requirements of this section. More restrictive requirements, set forth in accordance with other provisions of this chapter, must be satisfied by some conditional uses.

RECOMMENDATION:

Staff's recommendation is for the Planning Board to move the proposed Zoning Alas Map Amendment, with two (2) conditions, for approval to City Commission.
  1. A Final Plat is needed to subdivide the parcel into the proposed lots for the PD.
  2. The 11 conditions of development placed in the corresponding Ordinance also must be met as conditions for this rezoning.
