Legislative Hearing - Ordinance 22-043 - Review and approval of a Zoning Map Amendment by owners, Red Hawk Rebar, LLC and the representative, Culpepper & Terpening, Inc. for a Major Amendment to an approved Planned Development by reducing the proposed building footprint from 40,000 square feet to 32,000 square feet, and site improvement changes, at 4280 Bandy Boulevard, Fort Pierce, FL 34981. Parcel ID: 2431-505-0008-000-6  SECOND READING

SUMMARY:

In accordance with Sections 125-37, 125-133, 125-136, and 125-212 of the City Code, the applicant is requesting the review and approval of a Major Amendment to the previously approved Planned Development and Site Plan.  City Code Section 125-212 requires an application for a major amendment with modifications and expired development plan to follow the same procedure as set forth for a new planned development. The City Commission of the City of Fort Pierce approved the Zoning Atlas Map Amendment to Planned Development along with an approved development plan on September 4, 2018. The Redhawk Rebar Facility is a Planned Development (PD) for the purpose of constructing a manufacturing facility that transforms already fabricated rebars into components for the commercial constructions process.   The parcel is located on an approximately 3.57-acre tract of land owned by the parties specified on the first page.  The proposed manufacturing facility will be located within Fort Pierce Industrial Park, on a formerly cleared parcel that was never developed, which is just west of Selvitz Road and south of Glades Cut Off Road.
The original proposed development plan consisted of a 40,000 sq. ft. manufacturing facility, of which 8,000 sq. ft. provides office space, Faze I - 16,000 sq. ft. industrial building, Phase 2 - 16,000 sq. ft. industrial building and a 4,000 sq. ft. area for covered staging of finished product.  The new proposal consists of a smaller footprint of approximately 32,000 sq. ft.
The plan also incorporates a railroad spur to accommodate deliveries to and from the site, vehicular parking, site lighting, landscaping, and storm water facilities to support the proposed plant.  The original development plan proposed completion within two phases, designated to commence in the fall of 2018 and be completed within two years of Planned Development Approval (August 2020). The new proposal consists or no phasing. The estimated construction start date is Winter 2022/2023 with a completion of Summer 2023. The work shifts are presented to be standard hours of operation from approximately 7 AM to 5 PM.
 

RECOMMENDATION:

The requested Application for a Major Amendment to a Planned Development meets the criteria specified in Sections 125-136 and 125-212 of the City Code, the Comprehensive Plan, and does not adversely affect the public health, safety, convenience, and general welfare; Therefore, Staff recommends that the Planning Board forward a recommendation of APPROVAL to the City Commission with the following condition:
  1. A completion certification by a landscape architect, cost estimate and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
