SUBJECT:
Approval of the proposed scope of services provided by Kessler Consulting Inc.(KCI), single source purchase, to complete a cost of service study, rate study, and future needs assessment of waste collection services for the City of Fort Pierce in an amount not to exceed $52,000.00.
SUMMARY:
The Public Works Department is seeking approval to contract with Kessler Consulting, Inc.(KCI) for the purposes of assisting the City in completing a cost of service study, rate study, and future needs assessment of waste collection services.
KCI proposes focusing primarily on a cost of service and rate study for the City’s current services in order to address the critical issue of defining the requirements and funding options for financial sustainability and managing major growth.
KCI's scope of services will include six tasks: Task 1: Project Initiation: Confirm the project scope, schedule, and deliverables and review informational resources that will be used to complete the project, Task 2: Comparison with Other Communities’ Services: Compare the City’s solid waste services to other similar communities, Task 3: Cost of Services Analysis: Assess current collection services and alternative service scenarios. Determine the allocated total cost and unit cost for each line of business (e.g., cost per customer for carted services and per cubic yard for containerized services), Task 4: Rate Study: Evaluate the sufficiency of current rates and evaluate up to two rate scenarios to meet future funding requirements, Task 5: Cost of Service and Rate Study Report and Presentation: Provide documentation and support for briefing City leadership, and Task 6: Additional Technical Assistance KCI will assist the City with other solid waste technical services as requested.
The Purchasing Department has reviewed, and investigated the procurement process for this item and found all terms and conditions meet the single source vendor requirements of the City of Fort Pierce.

RECOMMENDATION:
Kessler Consulting, Inc. was previously used to negotiate the contract between the City of Fort Pierce and Waste Management for Solid Waste Disposal. The Public Works Department is recommending to approve Kessler Consulting, Inc. as a single source vendor to assist the City in completing a cost of service study, rate study, and future needs assessment of waste collection services for the City of Fort Pierce in an amount not to exceed $52,000.00.
