PULLED AT STAFF'S REQUEST - Quasi-Judicial Hearing - Review and Approval of an application for a Site Plan (Development and Design Review) by property owner, William Wallace Enterprises, LLC, and applicant, Lee Smith, President of Wallace Auto Group to construct an approximately 25,740 square foot Automobile Sales and Service Facility with associated site improvements at or near 5553 South US Highway 1 in Fort Pierce, Florida, more specifically located at Parcel Control Number: 3410-211-0003-000-7.

• Request for review of an application for a Site Plan (Development Review and Design Review) to construct an approximately 25,740 square foot Automobile Sales and Service Facility with associated site improvements.
• The subject parcel has a total of approximately 8.20 acres. The site is surrounded by vacant property to the west, commercial uses to the north and south, and vacant and commercial uses to the east. Currently, there is an existing automotive services building on the subject property. The proposed development will include the new approximately 25,740 square foot Automobile Sales and Service Facility (with an interior showroom), new landscaping, drainage improvements, lighting, parking for vehicles being serviced, parking for employees, parking for potential customers, and parking for vehicles to be sold. 253 parking spaces are proposed for the site plan. The southwestern portion of the site will include a dry retention area and existing wetlands.

• Staff recommendation is for the City Commission to APPROVE the subject Site Plan (Development Review & Design Review), noting the two (2) recommended conditions.
• Conditions of Development (Site Plan-Development Review & Design Review):

1.  A completion certification by a landscape architect, cost estimate, and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.

 

2.  Prior to the issuance of any site clearing permits, the applicant shall provide a Tree Mitigation Survey and coordinate with the City of Ft. Pierce Arborist for the required mitigation of the City regulated trees proposed to be removed as a result of this site’s development/construction activity.
