SUBJECT:
Approve request of the Fort Pierce Police Department to purchase two DART mobile training simulators and accessories in an amount not to exceed $29,990.00, from DART Range, Lake Mary, FL.
SUMMARY:
The DART use of force training simulator is a small portable device used for a multitude of training activities. It comes with software enabling our agency to create specific scenarios geared towards our needs, contains customized drills and real-world learning objectives, provides video-based instructions on de-escalation techniques, and comes with all the necessary equipment (handgun, AR conversion kit, Taser, and magazines). What makes this simulator unique is its portability. The Police Department will be able to use multiple projectors in rooms, stairways, schools, buses, etc., to create a more realistic training environment. Our current Milo system is large and not portable, and the Axon Virtual Reality device is a headset the officer wears while viewing the scenario. Some officers have issues using VR with their balance, feel nauseous, and strike objects nearby.
The Dart system will also be used to enhance our community engagement during our Citizens Academy and community meetings.
This item will be treated as a single source, which is a procurement decision whereby purchases are directed to one source because of standardization, warranty, or other factors, even though other competitive sources may be available.
The funds for this purchase are from the Law Enforcement Trust Fund account for Law Enforcement Training and Education. This is an approved use of funds under the Department of Justice Guide to Equitable Sharing.
