SUMMARY:
- Request for review of an application for a Site Plan (Development Review and Design Review) to construct an approximately 14,086 square foot Auto Parts-Retail Store with associated site improvements.

The subject parcel has a total of approximately 4.217 acres. The site is surrounded by residential uses to the west and south, and vacant properties to the north and east. The proposed development will include the new approximately 14,086 square foot Auto Parts-Retail Store with associated site improvements. Thirty-nine (39) parking spaces are proposed for the site plan with two (2) being handicap spaces. In addition, a bicycle rack with four (4) spaces are proposed.
The Proposal was heard at the August 14, 2023, Planning Board. The Board moved to the City Commission with a condition attached relating to the design review.
That prior to Public Hearing by the City Commission the proposed design of the building shall be amended to incorporate:
a. Elevational articulation.
b. Roofline articulation.
c. Breaking up of areas of blank wall.
The applicant has subsequently amended the design of the building to be in compliance with the City's Design Guidelines. The revised architectural renderings are attached, and Staff recommend approval as submitted.
RECOMMENDATION:
Staff recommendation is for the City Commission to APPROVE the proposed Site Plan (Development Review & Design Review), noting the two (2) recommended conditions:
1.A completion certification by a landscape architect, cost estimate, and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
2.Prior to the issuance of any site clearing permits, the applicant shall provide a Tree Mitigation Survey and coordinate with the City of Ft. Pierce Arborist for the required mitigation of the City regulated trees proposed to be removed as a result of this site’s development/construction activity.
