SUBJECT:

Approval to Negotiate with Highest-Ranked Bidder of RFP 2023-008 Parking Availability Counting System, EnSight Technologies.

SUMMARY:

On May 16, 2022, the City Commission approved the Parking Committee's recommendation to install a parking counting system at the City’s garage that has the capability to provide daily reports on usage. RFP 2023-008 Parking Availability Counting System was issued on December 27, 2022. The invitation to bid was sent to 226 vendors. Of that number ten (10) requested specifications with nine (9) responding by the deadline of February 13, 2023.  The evaluation committee met on March 29, 2023 to evaluate the nine (9) proposals in accordance with the information detailed in Section IV – Statement of Work, pg. 16, and Addendum No. 2 RFP Evaluation Criteria.  The committee reviewed and scored the responses with respect to ability to expand to include future needs of the City, ability to meet project scope, proposed cost, expertise and qualifications of the proposer, experience with public/government organizations, and overall approach to the project including training and support.  After evaluating the proposals, the evaluation committee decided to conduct interviews with the four highest-ranked proposals: Frogparking, Inc., Rise Tek Global, LLC, Ensight Technologies, and TKH Security, LLC . Presentations to the evaluation committee were held in-person and virtually on May 16, 2023.
 
After the interviews and presentations were completed, EnSight Technologies received the highest ranking from the evaluation committee. The cumulative scores are listed below:

RECOMMENDATION:

Authorize staff to initiate negotiations with the highest-ranked proposer of RFP 2023-008 Parking Availability Counting System.

Staff will proceed as directed by the Commission.
