Pay to Park Pilot Program - RFP 2023-057 Parking Management Services

SUBJECT:

Authorize staff to enter into negotiations for Parking Management Services RFP 2023-057 to provide a full service pay to park pilot program for three locations on South Beach with the highest responsive bidder, PCI Municipal Services, LLC.

SUMMARY:

The City solicited proposals from companies to provide parking management services in a pilot "pay to park" program at Jaycee Park, Jetty Park and S. Causeway Park. Full management services must include providing the hardware, software and staffing. The Request for Proposals was advertised on August 16, 2023, and August 23, 2023. Six responses were received. A selection committee consisting of 1 member from the Public Works Department, 1 member from the IT Department, 1 member from the City Clerk's Office and 2 members of the Community Response Department were chosen and each of the respondents' submittals were reviewed. Each evaluator scored the firms based on the following criteria:
  1. Proposer Qualifications (15 points)
  2. Compliance with Project Scope (25 points)
  3. Ability to Expand (15 points)
  4. Proposed Cost (25 points)
  5. Customer Service (10 points)
  6. Management Capabilities (10 points)
It was determined that PCI Municipal Services, LLC was the most responsive bidder for the project.

RECOMMENDATION:

Staff recommends that the City Commission approve the selection of PCI Municipal Services, LLC and authorize staff to proceed with negotiations.
Upon completion of negotiations and the development and approval of a contract, staff will return to the City Commission for approval to award the contract.

ALTERNATIVES:

Prior to contract negotiations, request PCI Municipal Services, LLC to make an additional presentation at a Conference Agenda meeting.
Re-advertise the RFP and re-convene a new selection committee.
Deny staff's recommendation to move forward with negotiations.
