Approval of award of Bid No. 2024-017 for the purchase of a modular building to provide a veterinary clinic at the Fort Pierce Animal Adoption Center to the lowest bidder, East Coast Modular Building, LLC in an amount not to exceed $260,000.00.

Operation of the Fort Pierce Animal Adoption Center (FPAAC) was assumed by the City in October 2022. During that time, all veterinary services for the animals housed at the facility were outsourced to local veterinarians. This process is challenging as it:

1. Requires staff time to bring the animals to/from the vet's office.
2. Causes additional stress to the animals.
3. The City faces increased costs for veterinary services.
4. Scheduling must be done around their vet's schedules / other clients.

The creation of an on-site clinic will not only address these challenges but also provide the opportunity for the City to offer a low-cost option for its residents for sterilization surgeries and preventative care, such as vaccinations and flea/tick preventatives.

The invitation was sent to 226 vendors. Twenty-five (25) vendors requested specifications with two (2) responding (8.00%) plus 0 “No Bid” (8.00% total response).

Staff recommends approval to East Coast Modular Building, LLC. in the amount not to exceed $260,000.00.

Deny the award and continue to outsource veterinary care.
