SUBJECT:

Approval of the Flock Safety agreement that will expand services with a first-year cost of $409,350.00 and years two through five costs of $354,100.00, for a total not to exceed $1,825,750.00.

SUMMARY:

In October 2022, the Fort Pierce Police Department implemented 26 Flock Safety License Plate Readers (LPRs). These readers quickly became invaluable tools for our officers and detectives, significantly contributing to the safety of our community. They provide alerts for wanted persons, stolen property, assist in gathering investigative information, and locating offenders. Given the success of the Flock program, the Department is requesting approval to expand the program beyond its current 26 LPRs.  Expanding the program will enhance coverage and capability while improving the department's ability to address criminal activity proactively. 

The expansion will include the following services:
Flock OS Elite Package: This system user interface will allow us to monitor our current covert cameras and operate all Flock equipment. Additionally, the Flock OS Elite Package provides advanced analytics, real-time alerts, and a comprehensive dashboard that integrates data from multiple sources, Computer-Aided Dispatch, and Axon Cameras, enabling better decision-making and more efficient resource use.
  • Flock Safety Wing VMS: This allows the integration of our current covert cameras. It will also enable expansion to traffic cameras and other community cameras.
  • Flock Safety Raven: This gunshot detection system will cover most of the Lincoln Park area.
    • Coverage Area: Avenue Q to the north, Orange Avenue to the south, North 13th Street to the east, and the canal behind N 32nd Street.
  • 3 Dual Solar Condor Fixed: These dual-head stationary, solar-powered cameras are mounted on a Flock pole or a current infrastructure pole. This is an addition to the original proposal.
  • 37 Flock Safety Falcon: These additional license plate readers have increased by 14 from the original proposal.
  • 4 Flock Safety Falcon Flex: These portable license plate readers can be quickly deployed in target areas and easily moved when needed.
  • 38 Flock Safety Condor PTZ w/ LTE Service: These overt community cameras have increased by ten from the original proposal.
The expansion agreement is for five years, with a first-year cost of $409,350.00 and a cost for years two through five of $354,100.00, not to exceed $1,825,750.00.
 

RECOMMENDATION:

Staff recommends approving the agreement for expanded services.

ALTERNATIVES:

To deny the agreement which could adversely affect public safety.
