SUMMARY
The applicant is requesting approval of a COA for the construction of a duplex with associated driveway, parking and landscaping.

RECOMMENDATION
While the overall proposal is consistent with Secretary of the Interior Standards, staff recommends the Historic Preservation Board approve the request with the following conditions and recommendation:
· All mechanical equipment must meet setbacks requirements.
· Additional architectural details, like decorative window shutters or colonial window grid be incorporated into the final design to better comport with the character of the historic district;
· As many trees as possible will be preserved;
