SUBJECT:

Approval of an extension, until June 16, 2017, of Development Plan and Conditional Use Approval for St. Lucie Court Mixed-use development at 301 South Ocean Drive.

SUMMARY:

  • The applicant is requesting approval of a 12-month extension to an approved PUR, Planned Unit Redevelopment Plan and Conditional Use.
  • The Development Plan and Conditional Use, for construction seaward of the Coastal Construction Control Line, were approved on June 16, 2008.
  • Site Plan extensions were granted by the City Commission in 2009, 2010, 2011, and 2012, 2015. Florida House Bill 503 authorized a two (2) year extension between 2013 and June 2015.
  • The project consists of constructing a new 2,200 square foot retail building with a second floor pavilion as part of Phase I. Phase II presents the construction of 4 condominium units with an additional 1,380 square feet of ground floor retail.
  • The project was approved with the three (3) conditions:
    • Provide 5 feet of right-of-way along St. Lucie Court and Hernando Street (satisfied);
    • Provide dune crossover plans (satisfied); 
    • Provide a $5000 cash contribution to the City upon receiving a building permit (not yet filed).
  • The extension is requested due to improving market conditions, acquisition of abutting property, and the completion of the SR A1A project.
