SUBJECT:

PULLED AT STAFF'S REQUEST Approval of the Highwaymen Museum Artist Services Agreement with Street Art Revolution LLC in the amount of $25,000 to install a pre-selected image on the east elevation of 1234 Avenue D.

SUMMARY:

In February 2025, the City of Fort Pierce issued a Call for Artists for the installation of a pre-approved mural image on the south and east exterior elevations of the Florida Highwaymen Museum, located at 1234 Avenue D. The call attracted 83 submissions from artists around the world.

Following an initial budget review, 44 submissions were shortlisted, with higher-cost proposals excluded from further consideration. At the March 25, 2025, Arts & Culture Advisory Board meeting, members evaluated all eligible submissions and narrowed the list to 20 artists who met the project criteria.

During the April 15, 2025 meeting, the Board reaffirmed the shortlist of 20 artists. A special meeting held on April 29, 2025, focused on evaluating these finalists based on proposal quality, project timeline, and relevant experience. After scoring all submissions, the Board contacted references for the top three candidates.

At the May 27, 2025 meeting, the Board selected Street Art Revolution, LLC as the top-ranked artist for the mural installation.

The City Commission approved the agreement at the September 15, 2025 meeting. Street Art Revolution, LLC has agreed to move forward with the mural project under an official agreement with the Fort Pierce Redevelopment Agency and City of Fort Pierce.

FPRA REDEVELOPMENT PLAN GOAL/POLICY

11. The Fort Pierce Redevelopment Area will become well known for its arts and cultural activities, amenities and events.
11.3 The Fort Pierce Redevelopment Agency will support the development of public art, art-related development, and art-related activities and events within the Redevelopment Area.

RECOMMENDATION:

Staff recommends approval of the artist services agreement.

The projected budget for this project is $25,000.00. The Art in Public Places restricted fund (100-1111-519-000-0000-549875) will be used to cover the costs associated with completing the City of Fort Pierce Florida Highwaymen Museum Mural.
