SUBJECT:

Approval of Second Amendment to Fort Pierce Redevelopment Agency Service Agreement Comprehensive Wayfinding Signage Program to provide solar-powered lighting for the seven gateway signs in the amount of $79,345.00 as requested by the FPRA Board and extending the completion date to June 17, 2026.

SUMMARY:

On August 8, 2023, the Fort Pierce Redevelopment Agency (FPRA) executed an agreement with Don Bell Signs, LLC following the award of RFP No. 2023-010 for services related to the Comprehensive Wayfinding Signage Program.

At the Special FPRA Board Meeting on October 21, 2025, the Board directed staff to pursue enhancements to the program by illuminating the seven (7) gateway signs with solar-powered lighting to strengthen nighttime visibility and reinforce the visual presence of the community’s gateways.

The Parties now desire to amend the existing Agreement to incorporate this enhancement into the scope of work and to extend the project completion timeline. The proposed Second Amendment includes the installation of solar-powered lighting for all gateway signs through a change order from Don Bell Signs, LLC in the amount of $79,345.00. This solution offers a sustainable, energy-efficient option while noting that solar panel visibility and reliance on adequate sunlight may influence aesthetics and long-term performance.

Additionally, the Second Amendment extends the current project deadline by six (6) months, moving the completion date from December 17, 2025 to June 17, 2026. All other terms of the Agreement remain unchanged and in full effect.

FPRA REDEVELOPMENT GOAL/POLICY:

10. The Fort Pierce Redevelopment Agency shall enhance the Agency’s community presence and awareness and develop the area as a regional destination.
10.4 The Fort Pierce Redevelopment Agency shall use the ‘brand’ to develop unique features in the Community Redevelopment Area (e.g. wayfinding signs, paver patterns/styles, shade structures, transit stops, amenities, etc.) and incorporate these items into the built environment.

RECOMMENDATION:

Staff recommends approval of the Second Amendment to the Comprehensive Wayfinding Signage Program Service Agreement with Don Bell Signs, LLC to:

  1. Incorporate the installation of solar-powered lighting for the seven (7) gateway signs in the amount of $79,345.00; and

  2. Extend the project completion date to June 17, 2026.

ALTERNATIVES:

Deny the amendment, which would maintain the original scope and timeline without the solar lighting enhancement.
