Background:
In 2024, the U.S. Department of Housing and Urban Development (HUD) informed Grants Management that Community Development Block Grant (CDBG) funds could no longer be utilized to support services provided by local Main Street organizations. Previously, under the Scope of Project in the agreement, these grant funds were allocated to "recruit new businesses, strengthen existing businesses, enhance current events, and continue historic look of Fort Pierce."
In response to HUD's directive, the Finance Department reallocated all payments to Lincoln Park Main Street, Inc. (LPMS) from CDBG funding to the City of Fort Pierce's General Fund. Consequently, a new agreement was established between the City of Fort Pierce and LPMS, outlining a detailed Scope of Services, Deliverables, and a Reporting Form.
This updated agreement integrates the principles of Main Street America's Impact for Main Street Transformation and the Florida Main Street Guide. While maintaining several elements from the prior agreement, it incorporates the national organization's Four Points framework: Economic Vitality, Design, Promotion, and Organization. Also, LPMS is now required to provide in addition to a certificate of insurance for general liability, policies for automobile liability, and professional liability coverage, with the City of Fort Pierce listed as an additional insured party in the general and automobile liability policies.
Under the revised agreement, LPMS will focus on services, including, but not limited to:

Strengthening the district's economic base.

Partnering with the City and FPRA to enhance the district's physical appearance.

Assisting in promoting FPRA programs and City initiatives.

Implementing creative programming and a comprehensive marketing and community engagement strategy.
