Approval of an Interlocal Agreement between the City of Fort Pierce and the Treasure Coast Regional Planning Council to undertake public outreach assistance and drafting of proposed amendments based on the Evaluation and Appraisal Review of the Comprehensive Plan for the City of Fort Pierce, Florida in the fixed amount of $115,000.

The City has determined that an Evaluation and Appraisal Review (EAR) of the City’s Comprehensive Plan is required to provide updates to the Comprehensive Plan to reflect statutory changes and comply with the requirements of Chapter 163, Florida Statutes, and the Florida Administrative Code. On January 29, 2025, the CITY notified the Florida Department of Commerce (FloridaCommerce) that the need exists to amend the City’s Comprehensive Plan to reflect changes in state requirements since the last Comprehensive Plan update, and FloridaCommerce provided confirmation such that the EAR based amendments are to be transmitted to FloridaCommerce by January 29, 2026.

 

Staff recommend that an interlocal agreement with the Treasure Coast Regional Planning Council (TCRPC) be APPROVED to allow the TCRPC to conduct public outreach and input sessions to solicit suggestions and feedback on proposed changes to the Comprehensive Plan, update data and analysis sections of each element of the Comprehensive Plan, and conduct a review of the Comprehensive Plan’s elements, prepare necessary amendments thereto, and present the proposed amendments at public hearing(s) to be in the best interests of the residents and businesses of the City of Fort Pierce.
