SUBJECT:
Acceptance of the St. Lucie County Regional Resilience Vulnerability Assessment Final Report.
SUMMARY:
The St. Lucie County Regional Resilience Vulnerability Assessment (RVA) Draft Report was presented to the City of Fort Pierce Commission at their April 14, 2025 Day Meeting. In addition, the Draft Report was presented to the St. Lucie County, City of Port St. Lucie and Town of St. Lucie Village Boards in April, as well as at three community stakeholder meetings in May 2025. The Draft Report was updated with minor changes / clarifications, and finalization of the ranking matrix to produce the St. Lucie County Regional Resilience Vulnerability Assessment Final Report. Staff is seeking Board acceptance of this Final Report.
In 2023, St. Lucie County entered into a grant agreement with the Florida Department of Environmental Protection (FDEP) for two Resilient Florida Program grant awards, to develop a community-wide Resilience Vulnerability Assessment (RVA) that analyzes current and future flood impacts on critical assets throughout the County. The project included interactive community presentations, and regular meetings of the St. Lucie Resilience Steering Committee which played a vital role in shaping the RVA. The Steering Committee represented various St. Lucie County, Port St. Lucie, Fort Pierce and St. Lucie Village departments, as well as local and regional agency staff.
The Resilient Florida Program was created by State Statute 380.093, F.S. and includes a mechanism for both planning and infrastructure grant funding, as well as setting specific criteria for conducting vulnerability assessments. The St. Lucie County Regional Resilience Vulnerability Assessment Final Report was prepared based on the criteria and standards set forth in state law and provides the necessary data and corresponding analyses for the County and cities to be eligible for future Resilient Florida infrastructure funding. It represents the first step in developing a comprehensive approach to mitigate and adapt to the effects of extreme and disruptive flood events and is another tool that can be used in planning for a sustainable and resilient community.

RECOMMENDATION:
Staff recommends the Commission's acceptance of the St. Lucie County Regional Resilience Vulnerability Assessment Final Report.
