SUBJECT:
Approval of award of Bid No. 2025-027 for SHIP Residential Rehabilitation for 902 Hickory Street, Fort Pierce, FL to De La Hoz Builders, Inc. in an amount not to exceed $83,590.00
SUMMARY:
On February 19, 2025, the Purchasing Division received specifications to go out for bid on the above subject bid. The bid was advertised on February 28 and March 7, 2025, with a scheduled opening at 3:00 PM on March 24, 2025. The invitation was sent to 610 vendors. Six (6) vendors requested specifications with two (2) responding (33.33%) plus 0 “No Bid” (33.33% total response).
Telco Investments submitted the lowest bid; however, the firm did not fully comply with the insurance requirements outlined in the bid documents. Therefore, we are unable to proceed with awarding any contracts to this firm at this time.
De La Hoz Builders, Inc. agreed to revise the scope of work to exclude the renovation of Bathroom #2 and the replacement of the kitchen cabinets and sink. These revisions brought the total proposal to $83,590.00, aligning with the approved residential rehabilitation budget, which must remain below $100,000. As a result, De La Hoz Builders, Inc., was determined to be the most responsive bid.

ALTERNATIVES:
Staff will proceed as directed by City Commission.
