SUBJECT:

Approval of Kimley-Horn & Associates Change Order No. 3 to Specific Authorization No. 4 for an amount not to exceed $69,320.00 for the Indian River Drive Downtown Waterfront Corridor Improvements.

SUMMARY:

The recently completed design and permitting of the roadway improvement project, identified as Indian River Drive Historic Downtown Waterfront Corridor Improvements (Avenue A to Seaway Drive), received construction bids well in excess of the construction budget.  As a result, staff approached the engineering consultant to implement cost-savings design alternatives while retaining the core infrastructure improvements to the Indian River Drive project limits.  The project revisions include the elimination of the following: pedestrian plaza area, sidewalk banding, some on-street parking where required easements are needed, A.E. Backus reconstruction, and a westerly sidewalk reduction from 10' to 6'.  In addition, modifications to the landscaping, lighting and bridge are also proposed. 

As a result of the design changes, negotiations ensued with the low bidder, Ferreira Construction, providing a project construction cost savings of $3,300,000.  In order to finalize the aforementioned changes, revised construction plans and specifications are required prior to construction commencement and to satisfy the requirements specified in the DEO Florida Job Growth Grant No. G0100.  

RECOMMENDATION:

Staff recommends approval. 

ALTERNATIVES:

Deny and contract with another consultant.  This action will delay construction commencement, resulting in a possible grant forfeiture.
