Legislative Hearing - Ordinance 25-015 - An Ordinance amending the City’s Comprehensive Plan Infrastructure Element at Policy 3.12.7, to adopt the FPUA 10-Year Water Supply Facilities Work Plan by reference (Adoption and submittal to Florida Commerce). SECOND READING

Pursuant to Section 163.3177(6)(c)3 Florida Statutes, the City of Fort Pierce is required to update the Comprehensive Plan’s Water Supply Facilities Work Plan. To that end, this proposed Comprehensive Plan Text Amendment seeks to revise the City’s water demand projections for a planning period of ten (10) years. Attached Ordinance 25-015, which contains the proposed Work Plan as Exhibit “A,” identifies alternative and traditional water supply projects and conservation and future reuse activities needed to meet the projected future demands. The Work Plan itself was last amended on July 7, 2024, by the Fort Pierce Utilities Authority (FPUA).

On February 18, 2025, the City Commission approved the Transmittal of this Comprehensive Plan Amendment to the Florida Commerce Department and relevant reviewing Agencies. As a result of that submittal, staff received recommendations which involved amendment(s) to be made to the Water Supply Facilities Work Plan. Those amendments have been completed and are incorporated into the final document attached to this agenda item.

The deadline to adopt and transmit the final amendment to the Comprehensive Plan Amendment to the Florida Commerce Department is set at 180 days after receiving comments. That date is September 17, 2025.
